On February 20 YouControl and the National Agency of Ukraine for Civil Service (NACS) signed a memorandum of engagement. This agency is the central executive body responsible for the formulation and implementation of public policy in the field of the civil service, provides its management in the state authorities and advisory and methodological support for the service in the local self-government authorities.
Over the past year within the partnership with the Ukrainian Governance School at the NACS YouControl conducted nine trainings for civil servants. The participants got acquainted with modern software based on open data, learned about approaches to checking of counterparties and detection of the signs of corruption, ways of the effective use of public information in the form of open data in the civil service.
This year it has been decided to reach a new level of cooperation – the partners will work in two directions:
• using of open data capabilities for the selection of reliable candidates for the civil service;
• training of civil servants in regard to minimizing corruption risks and avoiding cooperation with frauds.
“I am grateful to YouControl for giving us the opportunity to correctly test integrity. Integrity is one of the main competences when selecting candidates for the highest positions of the category A in the civil service. In order to do this correctly and quickly search all the necessary information about candidates, we will use YouControl. In its system it has collected information from various open sources in a very convenient way. We often face the situation when the declaration is crystal clean, but, in fact, a lot of property is registered for relatives. With the help of YouControl we will find it out quickly and will not allow rascals to be enrolled on the shortlist of the subjects to assignment,” Oleksandr Starodubtsev, the Head of the NACS, said.
In addition, the YouControl team agreed to assist in digitizing of open datasets to prevent corruption risks.
